Italian Cooperation in the Palestinian Territories

The establishment of the instituion in the Palestinian Territories and the econmic development have been the main objectives of the Italian Cooperation, together with its commitment in working for the Peace process and the sustain to the Popolution.
 
The Italian Cooperation works together with  the other Donors, the International organisations and the European Union, wants to respect its involvement towards the PNA in order to create stable and effective mechanism as foreseen in the National Development Plan of Fayyad Government (2011-2013) and reflect the priorities identified by the Guidelines of the Italian Cooperation for 2011-2013:
Development of the private sector, good governance and strengthening of the welfare system. 
 

With a commitment equal to 426 MEuro since 1985, the Italian Cooperation is one of the principal donor in the Plaestinina Territories and has always support the PNA and has fully honoured the commitments that the Italian government made in December 2007 at the Donors’ conference of Paris, through aid for 80 million Euros in three years’ time.  
With the achievement of the Joint Ministerial Committee in June 2015, Italy consolidated its commitment in a multiple number of sectors such as Health, Gender Equality and Women’s Empowerment Sector – in which Italy is EU Lead donor – economic development but also in justice and women’s rights, humanitarian aid, agriculture, education and protection in East Jerusalem, Area C and Gaza Strip. 
The Italian Development Commitment is equal to 170 MEuro from which 84 Meuro as a grant and 45 MEuro as soft loans since 2013. 
Italy is primarly involved in sectors such as Health, but has a great role in sectors such as Good Governance (capacity building, human rights), Social Development (gender issues), Natural Resources (agriculture and energy).
Aside to the abovementioned sectors, the Italian Cooperation works in the Emergency Channel focusing the initiatives on East Jerusalem and Gaza Strip. In Gaza, the action of the Italian Cooperation is articulated primarily through the work of Italian NGOs and of UNRWA, due to the difficulties to liaise with the local government dominated by Hamas. Interventions are therefore closely aimed at meeting the needs of the local population, especially the vulnerable groups and the refugees.  

  • 2013-2015

The Cooperation program will be realise in three principles sectors: (Italian Development Cooperation Strategy for the Palestinian Territory (2013-2015)

  1. Gender and Social Development Sector, as EU lead donor in Gender Equality and Women’s Empowerment (GEWE) since February 2013;
  2. Health Sector as EU lead donor;
  3. Economic Development Sector, as EU Active Donor. 

Concerning the Emergency Channel, 1.5 millions have been granted.
 
More than 27 millions have been granted on the ordinary channel and 20 millions as soft loan. 
 
The Italian Cooperation activities in the Palestinian Territories reflect the priorities identified by the Guidelines of the Italian Cooperation for 2011-2013.
 
Concerning the Ngo Promoted projects 10 initiatives are on going for a total amount of 10,973,931.53 Euro. 

  • 2012

The initiatives of the Italian Cooperation through diffenrent channel (emergency, ordinary, and multilateral) have been 18 granted and 2 credit line for the Palestinian small-medium enterprises by 25 million Euros and the program for the rehabilitation of the electrical grid in the West Bank for 33 million Euros. Under negotiation with the Palestinian Authority, a new credit line of 30 milion Euros for the agro-industrial sector.
The granted projects have been implemeted in the following sectors:

  1. Social Sector;
  2. Agriculture Sector;
  3. Good Governance Sector.

Last November 23rd 2012 the Development Cooperation Framework Agreement has been signed together with a number of MoU in prder to foreseen the strenghtening of the Italian Cooperation in different sectors such as Justice, Education, Culture, and Economic Cooperation.   

Within the Development Cooperation Framework Agreement, the  VAT exemption from the PNA for of all the goods bought for international Cooperation has been formalised. 

  • 2008-2011

The Italian Cooperation is one of the principal donor in the Plaestinina Territories and has always support the PNA and has fully honoured the commitments that the Italian government made in December 2007 at the Donors’ conference of Paris, through aid for 80 million Euros in three years’ time.  

The Directorate-General of the Italian Development Cooperation granted 100 million Euros to strengthen Palestinian institutions and to improve the living conditions of the Palestinian population from 2008 to 2011.   Approximately one third of this amount was allocated to support the PNA, as per the needs repeatedly expressed by Prime Minister Fayyad to ensure predictable flows of aid to the PNA itself.   The Italian Cooperation financed the Palestinian Territories to the tune of 30 million Euros, set aside for the Emergency channel focusing the initiatives on East Jerusalem and Gaza Strip. The initiatives focused mainly in: 

  1. Agriculture Sector (home gardening);
  2. Health Sector (health institution and new technologies);
  3. Gender Sector (Combating violence against women);
  4. Education Sector (good practice and green schools).
