ADMINISTRATIVE AND ACCOUNTING OFFICER

Post Title: Administrative and Accounting Officer

Background

In support to the Palestinian Reform and Development Plan (PRDP), the Italian Cooperation in Jerusalem is implementing projects in the sectors of Good Governance and Women’s Empowerment & Local Development.
In this context, the Italian Cooperation intends to hire one Administrative and Accounting Officer to provide administrative support in order to ease the accomplishment of the tasks related to the implementation of the Programs activities; aside the office duties described below, a particular importance is given to the follow up of financial issues.

Duties and responsibilities

Under the supervision of the Italian Cooperation Head of Administration Department and the Project Manager, the candidate will:

Work in the respect of the administrative and operational procedures, regulations, codes, rules, ordinances in force at the Directorate General for Development Cooperation of the Italian Ministry of Foreign Affairs (DGCS);
Provide with consultation to the Italian Cooperation Office Director, Head of Administration Department and the Project Manager;
Carry out the following:
Preparing with accuracy: bought note, financial reports, web site update;
Management of: financial budget, contracts and invoices;
Management of bids & tenders documents: drafting of related documents, bids and tenders follow up, provide specifications scheduling service of the contractors, monitoring, reviewing, and/or overseeing contract compliance and services;
Monitoring, analyzing, and/or reviewing program financial plans and detailed accounts reports, program budgets, program administrative documents, processing documents for input into data base;
Other according to the needs.

Qualification and Experience required

Educational qualifications: The Candidate must possess the essential educational attainments that qualify him/her to undertake the required assignments. The successful candidate should have:
University degree in Business Administration/Economy/International Political and Diplomatic Sciences with focus on International Economy.

Work Experience:
A minimum of 3 years professional experience in a related area, preferably in an international environment.

General experience:
Knowledge of administrative and financial procedures of Directorate General for Development Cooperation of the Italian Ministry of Foreign Affairs (DGCS);
General knowledge of local situation;
Excellent written and oral communication skills in English.

Language: Italian mother tongue or excellent writing and oral command of Italian; Fluency in English. The knowledge of Arabic is an asset.

Competencies:
Strong ability to work in a methodical and systematic manner according to agreed procedures;
Team work and managerial skills;
Good writing and communication skills;
Fully computer literate.

Location
Jerusalem, with travels in various locations in the Palestinian Territories.

Duration of the assignment
One year with possible extension.
The assignment will be on a full time bases for five days a week.  A probation period of three months will apply.

Expected starting date
1 April 2010
